I am a former Assistant State's Attorney for Baltimore City and have been in the private practice of criminal and drunk driving law over 20 years. My tag says "No Plea" because I am known for trying cases. Many lawyers look to get in and out of court as quickly as possible. My objective is to secure the best possible outcome for my clients. I'm no pallbearer. I handle all state and federal criminal and traffic matters, including appeals to the Court of Special Appeals and the Court of Appeals. I am member of the National College for DUI Defense (NCDD). I can assist with criminal and DUI matters throughout Maryland including Anne Arundel County (Annapolis and Glen Burnie), Baltimore County (Catonsville, Towson, and Essex), Carroll County, Cecil County, Harford County, Howard County, and Baltimore City.
These are reference books that even the judges make use of:
I have co-authored books and taught Continuing Legal Education Courses for Criminal Defense lawyers since 1982.
- "Handling DWI Cases"
- "Criminal Practice and Procedure in the District Court of Maryland"
In November 2003 I successfully completed the 24 hour National Highway Traffic and Safety Administration (NHTSA) training course for administration of Standardized Field Sobriety Tests. This training provides me with an inside look at the actual police training and what was required at the roadside when you were administered these exercises.
DUI CASES
I have been lecturing on the defense of these cases to Maryland lawyers, judges, prosecutors, and police for over 20 years. Drunken driving cases are not easy to defend. The proper defense of a drunk driving case requires at a minimum, knowledge of the client's medical, educational, and emotional background; field sobriety testing; and the operation of the breath testing equipment. Not all lawyers educate themselves or are willing to spend the time preparing and trying these cases. There is no expedient way for a lawyer to keep your driving privilege and keep you out of jail.
There are no guarantees that a lawyer can give other than to use his expertise and skill to work diligently on the defense of your case. Judges' assignments are constantly rotated, and any reliance on a statement that a certain judge will hear your case and go easy is just an attempt to gain your business. You have no recourse when the "easy" judge is not sitting the day of your trial and you show up unprepared for trial. Every case should be prepared for trial, even if there is a likelihood of a plea. This is how I practice law, and my clients have the assurance that their case is as important to me as it is to them.
CRIMINAL CASES
I have tried every type of criminal case as a prosecutor as well as a defense attorney. As a prosecutor I was in the misdemeanor trial division, the white-collar fraud division, and the felony trial division.
As a defense attorney I have defended people charged with petty offenses, public corruption offenses, and murder. My criminal practice is not limited to one area. I defend people in State Court as well as Federal Court.

Supreme Court Ruling in Melendez-Diaz http://supct.law.cornell.edu/supct/html/07-591.ZS.html
Much has been made about Judge Scalia’s majority opinion requiring the testing technician to appear in court. We have a “demand statute” in Maryland, where defense counsel is required to request the technician’s appearance if the State has provided the test results sufficiently in advance and advised they will not call the technician. This procedure [...] -
KEEPING THE BREATH TEST OUT OF EVIDENCE IN THE DUI CASE IN MARYLAND
Because of defects in the procedure for the administration of breath tests, I have been successful in having judges refuse to admit DUI breath test results. This requires the knowledge of all aspects of the procedure and how various statutes and regulations intertwine. It took three hours a few weeks ago in Howard County District [...] -
JURISDICTIONAL ISSUES WITH THE MARYLAND TRANSPORTATION POLICE
Recently in Baltimore County District Court I was able to suppress a stop and the resulting arrest of a client because the Maryland Transportation officer could not prove he had authority to stop my client. The same argument was rejected in Anne Arundel County because the judge had in her chambers the Master Agreement and [...]
